Kenyan leaders hold cabinet talks

Kenyan President Mwai Kibaki and opposition leader Raila Odinga are holding talks to break the deadlock over a government of national unity. A last-minute disagreement on Saturday saw Mr Odinga's Orange Democratic Movement (ODM) walk out of talks. An opposition spokesman accused Mr Kibaki's Party of National Unity (PNU) of reneging on an earlier deal by keeping all the major ministries. Disputed presidential elections last December led to widespread violence. A power-sharing deal was reached earlier in February and passed into law a month later. The deal created the post of prime minister, which is to be filled by Mr Odinga. Constitution changes "Mr Odinga will at that meeting reiterate that he has made numerous concessions... in the interest of a quick conclusion to the crisis gripping our country. But he will not make any further concession," opposition spokesman Salim Lone was quoted as saying by Reuters. The PNU has denied reneging on a cabinet deal with Mr Odinga's party, and said the opposition had failed to submit a list of nominees. "Today, President Mwai Kibaki requested Hon Raila Odinga to submit his proposals for appointments into the cabinet," said Alfred Mutua, a government spokesman, said on Saturday. "The president is yet to receive the list." Changes to Kenya's constitution had been made to allow the PNU and the ODM to join a grand coalition, in which power would be shared on a 50-50 basis. But the two sides have since been wrangling over the allocation of key portfolios in the 40-member cabinet. Displaced The National Accord and Reconciliation Act, which approved alongside the amendment, states that the coalition will be dissolved if one party decides not to participate in the arrangement. But it does not provide for the holding of a fresh election in the event that the coalition collapses. Some 1,500 people died and 600,000 were displaced during the violence that followed December's disputed elections. Many thousands have yet to return to their homes.
